Westmoreland House

The Westmoreland House Sub Group is part of the External Environment Task Group

The group aims to develop and move towards a plan to redevelop the site to include Kuumbas new Arts & Cultural Centre.


News:

Comer Homes (the owners of the eyesore building) have submitted an application to Bristol City Council for the “Part refurbishment and part demolition of existing buildings to provide 200 flats and an arts centre complex with basement parking”

Westmoreland House and the Carriage Works
Design and Development Principles

  • Mixed development incorporating

    • A balance of commercial, residential, art and culture, retail uses

    • A quality design that is sensitive to and accommodates the proposed mix, minimising potential impact between adjoining uses.

    • Uses with an active frontage onto Stokes Croft

    • Inclusion of a range of workspace and community space

    • A mixed residential development including affordable family housing

  • Contribute to the economic vitality of the area

  • Maximise every opportunity for the use of local labour, suppliers and services during construction and use

  • Harmonious Relationship with its surroundings having regard to the proportion, rhythm and materials of adjacent and local buildings

  • Preserve and enhance the character of the Stokes Croft Conservation Area

  • Recognition of the significance of the site in relation to the City Centre and the adopted City Centre Strategy

  • Sensitive refurbishment of listed buildings in particular the Carriage Works

  • New buildings should not exceed the height of the tallest adjacent existing properties

  • The privacy and amenity of surrounding properties in Brigstoke Rd, Hepburn Rd and Tucketts Buildings should be respected

  • Demolition of existing Westmoreland House is encouraged

  • Retention and refurbishment of the Carriage Works building is required

  • Use of high quality imaginative design within any new build and refurbished elements.

  • Vehicular and pedestrian access from Ashley Rd, additional pedestrian access from Stokes Croft

  • Minimal parking

  • Use of principles of sustainability in construction and use including: -

    • Minimise energy consumption, pollution and depletion of non-renewable resources

    • Quality landscaping within both public and private areas

    • Maximise opportunities for recycling of both construction material and when in use by occupiers

Flexible design which can accommodate new and different uses over time.
