Summary from December:
Saving Workspaces in St Pauls
The committee have been discussing how to save workspace in St Pauls, which is being lost to residential developments. SPUCP have commissioned Bristol East Side Traders to write a Workspace Study to document the demand for workspace in St Pauls. When asked by developers to produce evidence for the demand for workspace, we will now have an answer.
Community Involvement.
A new law now expects developers to consult with local people at an early stage before putting in a planning application. A procedure for this is now in place and we have had pre-application discussions with two developers. Once discussions are completed, a Statement of Community Involvement (SCI), signed by the developer and the planning group, is then submitted with the planning application.
Lakota Club and Coroners Court, Backfields.
There is a planning application to turn the Coroners Court into residential units and to demolish the Lakota Club to build a five-storey block of flats, with some space available to SPUCP on the ground floor. The committee’s view is that Lakota should not be demolished. It is an old 19th Century Malthouse, the only remaining part of the Stokes Croft Brewery, and part of the Stokes Croft Conservation Area, which would convert into excellent flats and offices and should be saved.
Housing Corporation.
This gives public money to build affordable housing in St Pauls through Housing Associations. However the Planning Group has not always agreed with Housing Association plans, for instance on the demolition of Brigstocke Road terrace, which is now in progress, and on the recent permission granted to a 5-storey block of flats on the Backfields Industrial Site. In order to avoid such conflicts in future, the Group is asking for early consultations on how this public money is spent.
Contact with the Planning Department
The Group now has twice-yearly meetings with a senior planning officer to discuss the planning casebook over the last 6 months, as well as important current planning issues. Our last such meeting was on January 22nd. Planning officers will also discuss individual applications.
Accountability.
The group speaks on behalf of Residents of St Pauls. How do we know we are doing so? Our guide is the Neighbourhood Plan, with its detailed targets. However we need more residents on the Group. At the moment, it consists of three residents (names?), plus representatives from SPUCP, Bristol Eastside Traders, Portland & Brunswick Squares Association and Bristol City Council. We meet fortnightly on the first and third Tuesday of the month at 9.30 at St Agnes Lodge. If we you are interested in joining the group or if you would like to, but find this time impossible, we would like to know. Please contact Lorraine at the SPUCP office on 903 9934 or by e-mail: lorraine.williams@bristol.gov.uk
